HIP was built on the foundation of five years of extensive involvement from government, industry and non-governmental organizations, and on a foundation of intensive research. The result is a business model that recognizes that real and lasting change will require participation by all sectors, real incentives for action and the incorporation of market principles.

A cross-Canada consultation process in 2000-2001 developed a national strategy for promoting healthier indoor environments in Canada. The consultations also highlighted the need for improved coordination and communication among the varied interests involved in the indoor environment issue. Stakeholders from various sectors clearly expressed the need for an independent organization focused on creating and maintaining healthy indoor environments. This became the call to action for HIP's formation. 

Pollution Probe took the lead, in collaboration with Cullbridge Marketing and Communications and the Summerhill Group.  In 2002, they brought together leaders from across sectors-industry, government and public interest organizations-to provide strategic counsel and perspectives that would move the germinal idea forward. An intensive research project was commissioned incorporating in-depth expert interviews and an extensive literature review. This year-long effort produced HIP's first a strategic framework and business plan. The new organization was incorporated as a not-for-profit in 2003.
